Since the 1960s, California has experienced rapid growth in the number of common interest developments (CID), as a result of scarcity of real estate, high housing prices, and local governments’ desire to transfer infrastructure costs to developers. CIDs include condominium projects, planned developments, stock cooperatives, and community apartment projects and are overseen by a Homeowners’ Association. The updated Davis-Stirling Act that became law in 2014 creates a distinction between commercial and residential common interest developments.

 

Santa Cruz County is no exception to the increased growth in CIDs. Since Santa Cruz County is a no-growth county, the real estate that is available for development is limited. As a consequence, many of the new developments are developments governed by Homeowners’ Associations. Additionally, Santa Cruz has had numerous Mobile Home Parks throughout the county for decades.
